Rimantas Žylius is a recognized Business Environment Reform and Policy mastermind as well as a former Minister of Economy of the Republic of Lithuania.

While serving as Minister of Economy, he was in charge of reducing red tape, improving the business environment, reforming public procurement, increasing the efficiency of state-owned enterprises (SOEs). He also led other successful reforms which improved the country’s competitiveness.

Under his leadership, public procurement in Lithuania became more transparent, more efficient, and better controlled by the state. The financial performance of state-owned enterprises significantly improved, as did their contribution to the overall state budget. Together with the Minister of Justice, Mr. Žylius also initiated and led reforms of business inspections, aiming to shift their focus to educational and advisory functions instead of compliance monitoring and fine collection.

Prior to his service in the public sector, Mr. Žylius worked at Hewlett-Packard as a consultant and solutions architect where he gained experience in implementing complex IT solutions and organizational change. From 2000 to 2002 he was the Chief Advisor to the Committee on the Development of Information Society of the Lithuanian Parliament. Mr. Žylius founded and was a council member of the Knowledge Economy Forum Association. He holds a B.A. degree in Psychology and an M.A. degree in Organizational Psychology from Vilnius University.

At Norway Registers Development AS, Mr. Žylius is responsible for the promotion of economic reforms, primarily in Africa and Asia. These aim to help governments and institutions launch reforms which deliver sustainable results, improve the competitiveness of the countries, strengthen economic activity, and build trust in the economy.
